My telegram 20th July Tratman 1st Assistant Secretary Chinese Affairs is candidate for appointment as Head of Department sanitary he is senior to
Carpmael and I recommend that he be appointed accordingly Carpmael to succeed Tratman would be glad if you would telegraph reply with least possible delay.
